A New Dawn at NIWRMC: Dr. Aminu-Zaria’s Transformative Leadership in His First 100 Days
In just 100 days at the helm of the Nigeria Integrated Water Resources Management Commission (NIWRMC), the Executive Director, Dr. Abdulmumini Aminu Zaria has initiated bold reforms that signal the beginning of a new era for water governance in Nigeria. His leadership energy, clarity of purpose and alignment with the Renewed Hope Agenda of President Bola Ahmed Tinubu has set the Commission on a trajectory of improved efficiency, accountability and sustainable resource management.
From his first day in office, Dr. Aminu-Zaria made it clear that the Commission must evolve into a modern, data-driven and people-centered regulatory institution. His approach has been both strategic and inclusive, merging institutional reform with human capital development to drive meaningful change.
PACE Agenda
PACE Agenda, a Framework for Institutional Renewal is one of Dr. Aminu-Zaria’s earliest and most defining actions was the launch of the PACE Agenda, a guiding philosophy designed to reform how NIWRMC operates internally and externally.
P – Professionalism
Dr. Aminu-Zaria has emphasized integrity, ethical conduct and disciplined service as the bedrock of public sector transformation by encouraging staff to uphold high moral standards and regulatory fairness, he is rebuilding public trust in the Commission’s oversight role and strengthening institutional credibility.
A – Adept
Recognizing that effective water governance requires competence and innovation, he has prioritized skill development and adaptability. Staff are being empowered to apply modern tools, global best practices and problem-solving techniques to regulatory and operational challenges.
C – Consistency
Under his leadership, the Commission aims to deliver regulatory services that are reliable, predictable and transparent. Consistent performance, he believes, is essential for stakeholders, industries, water users, communities and government partners to have confidence in NIWRMC.
E – Excellence
Dr. Aminu-Zaria has set a culture of aiming beyond compliance, encouraging staff to pursue excellence through continuous improvement. This vision is already inspiring better coordination, sharper decision-making and higher-quality service delivery.
Strengthening Regulatory Processes and Revenue Generation
In line with the renewed PACE-driven mindset, Dr. Aminu-Zaria has initiated reforms that significantly enhanced NIWRMC’s regulatory efficiency. Among these is the development of a Digital Water-User Registry, an innovation that will provide real-time and accurate data for licencing, compliance monitoring, planning and national reporting. These reforms are expected to boost transparency, reduce revenue leakages and promote a more coherent approach to water-use regulation. Early indicators already suggest increased revenue inflow and improved compliance from regulated entities.
Improving Work Environment and Staff Welfare
Understanding that no institution can perform at its best without a motivated workforce, Dr. Aminu-Zaria has paid special attention to staff welfare and workplace improvement. The Commission’s office premises received a significant facelift, giving staff and visitors a cleaner, more professional, and inspiring workspace. He convened a town hall meeting to encourage open communication, strengthen team spirit and reinforce collective responsibility for the Commission’s progress. He reviewed and increased cleaners’ salaries, recognizing their essential role in maintaining a healthy and productive work environment. He also promised a more robust staff welfare system, signaling his commitment to fairness, motivation and career development. These steps have boosted morale across departments and cultivated a renewed sense of pride among employees.
Building Stronger Partnerships and Institutional Visibility
Strategic collaboration has been central to Dr. Aminu-Zaria’s leadership approach. Through advocacy visits to relevant Ministries, Agencies, and stakeholders, he has established stronger institutional relationships that support nationwide water governance efforts. These engagements have reinforced NIWRMC’s visibility, credibility and relevance in Nigeria’s water sector.
During one of the advocacy visits to the Office of the Surveyor General of the Federation (OSGOF) where he met with Surveyor Abdulganiyu Adebomehi, Dr. Aminu-Zaria said NIWRMC wants to synergize with OSGOF on data sharing to achieve the Commission’s mandate.
He noted the need to “conduct joint training and workshops to build capacity in modern geospatial and water management technologies to enable us to discharge our roles in capacity building.”
In another advocacy visit to Dr. Mathew Olumide Adepoju, the Director General of National Space Research and Development Agency (NASRDA), Dr. Abdulmumini Aminu Zaria said NIWRMC collaborating with NASRDA is essential for advancing key national priorities of water management in areas of climate resilience, reducing disaster risk and ensuring water and food security.
Being an insightful leader, Dr. Aminu-Zaria also met with the Nigerian Geological Survey Agency (NGSA) to ensure their technical outputs directly support NIWRMC’s regulatory functions. He told the Director General of NGSA, Professor Olusegun Omoniyi Ige that “we need to establish data sharing protocols and interoperable databases to link hydrological, geological and regulatory information and to provide geotechnical and hydrological assessments to guide NIWRMC’s regulatory decisions on water infrastructure.”
Dr. Aminu-Zaria similarly paid a courtesy visit to the Director General, Nigeria Hydrological Services Agency (NIHSA), Umar Ibrahim Muhammed to forge alliance on hydrological data exchange and integration of the Commission’s regulatory systems for water allocation and licencing, noting that he wants to “co-develop hydrological performance indicators and publish joint reports to inform government policy and regulatory planning.”
Another major accomplishment within this period was the signing of a Memorandum of Understanding (MoU) with the Kano State Water Board. This agreement will strengthen coordination between Federal and State level water regulators, improving compliance, licencing and resource protection.
In the meeting with the Commissioner of Water Resources, Kano State, Haruna Umar Doguwa, Dr. Aminu-Zaria emphasized the need for the Federal and State Governments to work together to “ensure that water abstraction, ground water development, pollution control and service delivery are managed in a coordinated and sustainable manner which supports the national drive towards Integrated Water Resources Management (IWRM).”
He added that “it is in furtherance of this commitment that the NIWRMC seeks this valuable collaboration with the Kano State Water Board which reflects a shared commitment to improving water allocation efficiency, enhancing compliance with national water regulations and promoting transparency in Water Use Licencing.”
Promoting Water Sustainability and Environmental Compliance
Dr. Aminu-Zaria’s administration has intensified efforts to safeguard Nigeria’s water resources through groundwater assessments to ensure sustainable extraction and aquifer protection, environmental compliance reviews to strengthen responsible water use by industries and commercial users, awareness campaigns that educate communities and water stakeholders on the importance of regulatory adherence and resource conservation. Such initiatives reflect the Commission’s commitment to long-term water security, environmental stewardship and public enlightenment.
A Strong Foundation for the Future
Though only 100 days have passed, the results of Dr. Aminu Zaria’s leadership are already visible across the Commission.
